The Times of Russia Supports Abusupyan Kharkharov’s Diplomatic Celebration of President Vladimir Putin’s Birthday in Moscow
Moscow — A diplomatic evening marked by reflection and unity took place at the Embassy of the Kingdom of Bahrain in Moscow, where former Deputy Prime Minister of the Republic of Dagestan, Abusupyan Magomedovich Kharkharov, hosted a cultural and diplomatic gathering in honor of President Vladimir Putin’s birthday.
Supported by The Times of Russia and the BRICS Culture Media Forum, the event was organized in cooperation with the Embassy of the Kingdom of Bahrain. It brought together diplomats, cultural representatives, and members of Russia’s political and business communities, emphasizing the importance of interregional dialogue and cultural diplomacy in today’s international landscape.

In his remarks, Abusupyan Kharkharov noted the broader significance of the occasion:
“This is not merely a personal celebration, but a moment to appreciate the values of leadership, unity, and perseverance. It reflects the enduring ties between nations and the collective pursuit of peace through dialogue.”
The evening included performances by Russian artists, blending cultural heritage with themes of friendship and respect among participating nations.
Abusupyan Kharkharov, born in 1967 in Dagestan, has had a long and varied career in governance, economics, and social development. A graduate of Dagestan State University’s Faculty of Economics and holder of a Doctorate in Economic Sciences, he has served in various leadership roles, including as General Director of Makhachkala Sea Commercial Port, where he oversaw major modernization efforts and expansion of maritime trade routes across the Caspian region.
His initiatives, including the establishment of MAKTREN-NAFTA, Russia’s first liquefied gas transshipment port, and Dagtelecom, later merged with MTS, positioned Dagestan as an emerging hub of industrial and digital growth. Between 2013 and 2016, Kharkharov served as Deputy Chairman of the Government of Dagestan and later as Advisor to the President of Dagestan.
Currently, he chairs the Board of Directors of Kvadrat Holding, focusing on development and infrastructure projects. Beyond politics and business, Kharkharov has contributed to education and community welfare through founding the NOU Safinat School and Safinat Kindergarten in Dagestan.
His professional relationships across the Middle East, Turkey, and Central Asia underline his role in fostering dialogue between Russia and Arab nations. The Bahrain Embassy reception reflected these ongoing diplomatic and cultural connections.
The gathering concluded with a message emphasizing cooperation and mutual understanding in a complex global environment.
“Celebrating this day with our Arab partners is a gesture of goodwill and peace,” Kharkharov stated. “It symbolizes the strength of dialogue and the shared commitment to stability and friendship.”
