Development works have been hard hit in Zainapora Shopian Block here in South Kashmir as the Block Development Officer (BDO) with an additional charge has no powers.

According to a group of senior citizens the Block does not have the services of a full-time BDO for the past couple of months. The citizens told news agency Kashmir News Trust that the BDO is the only link between village panchayats and the government. The present BDO has been given additional charge and he is available at the office for only two days and whenever anyone approaches him, he expresses his inability to do any work as he lacks the disbursing powers.

“All the rural development works have taken a hit as no work can be executed without the BDO. Moreover, the PRIs are also facing a tough situation in approving their works,” they said.

A villager said, “How can files be processed when the BDO is given the job without having any authority?

Except for a brief period when full charge was given to an officer, the rest of the BDOs in Zainpora Block were given additional charge who were available for visitors for just 2 days a week.

“The previous BDO Tanveer Ahmed was attached with Director Rural Development Department.

Villagers made a fervent appeal to authorities to post a full-time BDO so that people are not affected and development is not hit.

Pertinently, Zainapora Block in past as well was without any BDO for a long time. Last year in October after remaining headless for months together this Block got a new BDO for a day. After assuming charge, the new BDO was transferred on the very next day much shock to the people.

Efforts to contact Director Rural Development Department didn’t materialize. (KNT)
