GAD Yet to Issue Any Official Communication About the Drafting of Business Rules in J&K
Srinagar, Jan 6, KNT: The formulation of business rules for the Union Territory of Jammu and Kashmir remains a work in progress, with the government yet to finalize the framework that aims to ensure better governance and transparency.
A committee, headed by Deputy Chief Minister Surinder Choudhary, has been constituted to oversee the process. However, progress appears to be moving at a slow pace, raising questions and concerns among stakeholders.
Business rules are critical for streamlining administrative functions, defining responsibilities, and ensuring accountability across various government departments. In the context of Jammu and Kashmir, these rules are particularly significant as they would set the stage for transparent and efficient governance under the administrative structure of the Union Territory.
A couple of political observers told the news agency Kashmir News Trust that the absence of finalized business rules has led to procedural ambiguities and hindered smooth decision-making. They believe that a robust framework could bridge the gap between policy formulation and execution, benefiting citizens and businesses alike.
While the government has initiated steps by forming a committee led by Deputy Chief Minister, there is little clarity on the progress. According to sources, the draft business rules are yet to be prepared, and no official communication has been issued by the General Administration Department (GAD) to outline the roadmap or timeframe for their completion.
The lack of transparency in the process has also raised concerns about the individuals and entities involved in drafting the rules. “Who is working behind the scenes to frame these rules remains a mystery,” remarked an insider.
Once the draft rules are ready, they will undergo vetting by the Omar Abdullah led cabinet before being sent to the Lieutenant Governor’s office for final approval. “This stage could potentially lead to friction between political and administrative authorities, particularly if there are disagreements over the provisions in the rules,” said an observer who warned that such a scenario could pose a significant challenge to the current government led by Omar Abdullah.
“By finalizing and implementing the business rules promptly, the Jammu and Kashmir government has an opportunity to set a benchmark for governance in the region. Clear and well-structured business rules could pave the way for more accountable, efficient, and transparent administration, fostering trust and improving the lives of the people,” he added. [KNT]
