Accounts Officers (JKAS) miffed over lack of opportunities, promotions

 

Junior scale Accounts Officers Monday said that they are utterly disappointed as the competent authorities of the Finance Department do not pay heed to their career progression and promotions. They said even after the expiry of over a decade they have not been promoted to the next level and are facing immensely.

The aggrieved Finance Accounts Officers Batch 2012(2nd) and 2013 said that they qualified for the most prestigious Civil Services Examination (JKAS), but have been feeling dejected and low on morale as they have been facing immense stagnation and have been stuck to the same starting post of Accounts Officer for a long period of 11-12 years.

They told the news agency Kashmir News Trust that this stagnation is their notwithstanding having clear-cut 40 vacancies of Chief Accounts Officers.

“Our colleagues and peers who got selected in other departments and started on similar or lower posts than ours like in Industry & Commerce, Home, Labour Department, Planning, Law Department, Jal Shakti, Animal/Sheep Husbandry have already passed their grades,” they said.

They said despite raising the issue the concerned Department did nothing and even resorted to the ‘No Transfer Policy’ of Accounts Officers, giving only additional charges to the vital Department of Finance, thereby putting the Government exchequer at risk as officers are not in a position to give their best as it is humanly not possible to hold the charge of two to three different posts at a time.

“District Treasury Officer has been assigned additional charge of District Fund Office which itself speaks volumes.”

Junior scale Accounts Officers lamented that non-gazetted employees have been promoted much to their frustration.

They requested the LG administration to intervene in the matter and address their grievances. [KNT]
